When I scanned my drive for the location of the "kernel32.dll" file, this is what if find. With some further debugging, I noticed getting some path issues with locating "dll" files which made me wonder if the installation steps for installing the wine-devel package are placing objects in an incorrect folder structure of if a path definition is incorrect or if this is just a red herring.
